These are indeed the staff only stairs at the eastern end of the westbound platform at West Kensington, although they are not labelled as to what they lead to.
I presume that the stairs do not have the yellow line because they are staff only. That said the public could use the stairs as the signs just say there is no exit unless you are staff, and the barrier is at the top of the stairs. It would be pointless to go up as a non-staff member, but people are not known for being logical!

A few fare dodgers use that exit, mingling in the crowd and thinking their staff. As for the code, its 1** ;D
