As part of the Public Transport Service Planning department, the Train Service Planning team is responsible for the identification, planning and implementation of train service changes on the London Underground network. We seek to maximise the benefits to customers from the capability of the railway and its supporting assets, within value for money and affordability constraints. Our work leads directly to improved customer services and increased revenue.
Among the accountabilities of the job are:
• Develop specific and achievable proposals for service change, and detailed plans for achieving these changes, by applying knowledge of passenger demand, service operation, capital projects/ upgrade programmes, London’s development and Mayoral policy including the Mayor’s Transport Strategy.
• Provide strong business cases for service change proposals for short, medium and long term changes to the network, based on TfL’s methodologies, in order to demonstrate strategic fit and value for money. For all proposed service changes, ensure feasibility, costing, passenger impact evaluation and performance impact, including commercial and contractual implications. Undertake appropriate modelling and use a wide range of data sources, specifying additional data collection requirements when necessary.
• Build and secure stakeholder support for service changes, across and outside the business. Be the subject matter expert and act as point of contact for service changes.
• Lead the relevant service change process. Ensure successful delivery and integration of changes into the business by collaborating with operational departments before and after delivery into service, identifying risks and specific mitigations to address them, through co-ordination across the business. Produce service specification and necessary documentation. Secure the approvals required by governance and commercial/contractual arrangements (where relevant).
