What is the relationship between LUL and Network Rail for it's services that operate on NR owned tracks? Arriva Rail London is a TOC what but exactly is LU classed as?

What is the relationship between LUL and Network Rail for it's services that operate on NR owned tracks? Arriva Rail London is a TOC what but exactly is LU classed as? LU is also a TOC! A Train Operating Company is just that - it doesn't matter whether it is a state owned enterprise, a franchise, on open access operator, etc. LU pay track access charges to NR in exactly the same way Virgin or Freightliner do, they get compensation if they are delayed by other operators services or infrastructure issues - but pay penalties if one of their trains delays others. The same goes for the Elizabeth line - Eastwards of Pudding Mill Lane and Westwards of Royal Oak they are simply yet another TOC from Network Rails perspective and TfL will have to pay NR accordingly.

A logical arrangement given the privatised system. Presumably the tiny downwards pressure of such costs would count against any further expansion of TfL services over NR tracks, should there be any logical candidate, for small schemes?
