Its a P/way asset plate, fixed to a wooden sleeper which was at West Hampstead on the Southbound Jubilee Line.
Now at another location.

An observation (NOT a guess yet). Ballast is visible around the edges. There is a leaf, a piece of paper and a twig from a tree. Unless someone has used large amounts of superglue, these items (together with the shadows) suggests that the item in question is on the ground out of doors.

Errr, exactly what part of 200m from the top of the ramp at the South End of the Platform at West Hampstead, on the SB Local road did I not get correct? That's the exact information as to the plate's location, transcribed from the plate. Unless of course the plate hasn't been transferred when resleepering. P.S. Teaching style or not, Tom, you have indeed missed the point of where it IS (as opposed to where it should be). Factually you have it correct - the plate was NOT removed whilst resleepering, which is why it is hundreds of miles from its stated location.
