Clue - The message, from the Prime Minister in 1944 was addressed to British Railways as a whole. Well 1944 is the twenty first anniversary of 1923 which was the date the Big Four Railway Companies came into existence (or got bigger, in one case)

The 'Big Four" ( LNER, LMS, SR and the enlarged gwr were the result of the forced 'Grouping" of 123 indepenent Companies.
The 'Centenary' was of the the Stockton and Darlington Rly in 1925.
I think Churchill 'relaxed' at Chequers, Bucks. (calling in at Uxbridge to see how the battle was going ) or at his house at Chartwell, up the road from Biggin Hill. :-)
