One person, the most seriously injured, has been arrested for arson, but it's unclear if this was a terrorist incident or an attempted self-immolation.

There is a video at the link, which contains some quite graphic scenes, but shows most passengers reacting with confusion rather than panic which is an interesting contrast with the reaction to the fire on the train at Dalston the other day.
