Being an ex North Londoner and knowing what sort of area Highgate is surprised that the residents have demanded that it should demolished and luxury apartments built on the site.

The tunnels are, there are bats. This makes the land value low as any development can't affect the bat habitat. For most builders this all just becomes more hassle than it's worth.

If the building is not listed or otherwise protected (conservation area, etc), then it will be just be case of waiting for a developer who wants to pay sufficient money for the building. How much that is will obviously vary. Some above-ground buildings are let out (e.g. York Road surface building is I believe an office) so the terms of that lease will also play a part. Where TfL use the building themselves, I'd be very surprised if they weren't prepared to vacate it for a sufficient sum of money - but that will include the costs (including costs of disruption) of moving the staff and equipment to a suitable alternative location. Any redevelopment will also have to be done around the live railway (which will add costs) and not compromise anything like ventilation or access, which may limit what a developer can do. If the building is listed then what can be done will depend on why the building is listed, and what grade it is listed at (I, II* or II). I believe that the old Euston station will be swept away with the rebuilding for HS2. You can find which buildings are listed by looking at historicengland.org.uk/listing/the-list/ where you can search by various things, including on a map. For other designations, then magic.gov.uk is a very useful GIS system.

You made me curious if any platforms are listed. They are, e.g. Notting Hill Gate District&Circle. Nothing underground at Charing Cross is listed, and those platforms are very young.
