Since TBTC was introduced, is it still possible for Jubilee line trains to access Neasden depot directly from Neasden? Or is crossing the Metropolitan southbound line an issue for the signalling?

I'm a bit rusty as it's over 2 years since I spent some time there so I am rusty with the particulars but yes trains can be routed from Neasden Jubilee in the depot, on sunday nights trains were booked to cross over the N/B jubilee and S/B met. The move involved was possible because the jubilee signalling system has some degree of control over the met line signals. I remember a train (track recorder) was directly routed from the outlets at klondyke by the Jubilee without needing any involvement from Baker street

I remember a train (track recorder) was directly routed from the outlets at klondyke by the Jubilee without needing any involvement from Baker street Indeed, unless I'm misreading WTT 13, a number of Sunday night trains do still stable in Neasden depot from the south end, e.g. 310D runs: Neasden (ex platform 3): 23 48 Neasden Depot: 23 54 I can't find any (at a very brief glance) which work into Neasden depot from Neasden station northbound, but there are certainly a number of examples which work from Neasden station southbound. This shouldn't be too surprising, as there are also a few trains which enter service from Neasden depot at Neasden station southbound, even during the week.

From the northbound they can only go into Klondyke, up to the north dock to then reverse and stable in the main depot. For that reason (time consuming!) it is quite rare although I have known it done for line training purposes. You are probably correct that WTT13 does not include such a path as I THINK the Charing Cross "rusty rail" path(s?) now run up to Wembley Park, then siding and thence depot.
On a similar theme about Jubilee trains crossing the Met line, on Mon to Wed after 22:00 due to the engineering work on the Met, Jubilee line Neasden stablers are having to route "over the top" across the southbound Met, as reversing Met trains are using the "dip." This is sometimes causing delays to the Jubilee as Met signallers tend to prioritise their reversers which look as though they run down to Neasden, reverse back north up Klondyke then the "dip" to Wembley Park northbound.
So to answer the original post, yes it is possible although I don't know the exact protocol for how the signalling / TBTC interface is managed.

Just a quick semi-related question----is it still possible to run surface stock to Stanmore (eg; railtour etc:) off the Met?

As the lines are still physically connected in this area do Jubilee drivers still sign the 'fast' roads between Neasden and Wembley Park (up to and including the Met platforms in either direction), and are there any situations recently where this has happened (either in or out of service)?

No - the 96 stock no longer retains any means of operating with tripcock signalling, so this wouldn't be feasible. (Whilst it could be technically possible, it would require tripcocks to be retained on the 96 stock which is a point of weakness, also a mechanism for transferring between the two systems, which during the transition period was also a point of weakness).
