They seem a recent phenomina, but how far back do they go? During the war or earlier than that? Were they much less common than now?

They seem a recent phenomina, but how far back do they go? During the war or earlier than that? Were they much less common than now? The earliest I've read about them was during the period of the 'Phoney War' in 1939/40. The central section of the Northern Line was closed to traffic for months on end in order to seal in concrete those tunnels where flooding in stations under the river, resulting from anticipated air-raids, might occur. The public notices posted didn't say what was going on, but clearly stated a replacement bus service would link those stations for the duration of the works.
