In 2011, Docklands Light Railway Limited (DLRL), a subsidiary company of Transport for London, commenced an ambitious project to provide a cable car connection across the River Thames in time for the 2012 Olympics which were held in London. This was the first cable car system, known as the Emirates Air Line, provided in an urban situation in the UK. This connection was to provide an additional public transport facility in this area of East London which is due to see a high level of regeneration over the coming years. The Emirates Air Line is also a facility used by visitors to London as it provides great views of the area from heights up to 90m above the River Thames, and appeals to the leisure market as an experience in itself, complementing local venues, The O2 and ExCel exhibition centre and their significant leisure/visitor footfall.
The system is operated and maintained under a contract with DLRL which terminates on 28.6.2017 and includes a sub contract with the installer of the system for maintenance.
Since it opened in June 2012 the Emirates Air Line has carried over 6 000 000 passengers and currently operates at over 96 % reliability with very high levels of customer satisfaction. DLRL requires that this high level of customer satisfaction be maintained and improved upon, whilst continuing to provide value for money.
DLRL's current and continuing key commercial objectives for the Emirates Air Line include:
— continuing to more than cover its operating costs;
— maximising the return to both DLRL and the new partner; and
— generating additional revenue opportunities with any new partner, whilst maintaining the excellent levels of customer service and reliability.
DLRL is currently considering the scope of new contractual arrangements to be put in place when the existing operations and maintenance contract expires. DLRL is interested in developing an arrangement that will:
— maintain and improve upon high levels of system safety and availability;
— deliver continuous improvement for high levels of customer service;
— encourage maximum operational reliability through a defined performance regime;
— incentivise a partner to increase the overall profitability of the operation for mutual benefit (potentially through revenue sharing structures);
— Encourage partnership working between private and public sectors; and
— deliver an open book cost approach.
To maximise the above objectives, it is DLRL's intention to let an agreement, for the operation of the Emirates Air Line with a nominated sub-contract for the maintenance of the cableway system, which the operator would be responsible for managing. It is anticipated that this arrangement would run for a minimum of five years, with short term extension options.
DLRL has issued this Prior Information Notice (PIN) to gain some feedback from the market on, amongst other things; (i) the proposed approach for the operation and maintenance of the Emirates Air Line; (ii) whether an alternative contractual structure would be more appealing to the market; and (iii) the markets interest in the proposed approach. The feedback from the market will be used by DLRL to help further develop the proposed structure, if appropriate or to look at alternative options.
DLRL is therefore looking to engage with prospective contractors who would be interested in this opportunity. Interested parties are required to express their interest in this exercise by emailing cablecarlondon@tfl.gov.uk and should provide their organisation name, and key contact information. An associated questionnaire will then be sent to the interested party for completion. DLRL may at its sole discretion enter into further discussions with respondents.
This is not a stage in a formal competitive process, and it is not the purpose of this dialogue to procure any part of the solution. Rather, the purpose is to provide DLRL with information on what appetite there is from the market to join DLRL in operating/maintaining and continuing to develop this unique facility through a future competitive process.
DLRL will manage this process in a fair and transparent manner to maximise the possible benefits. Participation or non-participation in this market engagement will not advantage or dis-advantage any supplier's ability to participate in any future procurement activity.
