I believe it's where to turn the de-icing equipment, where fitted, OFF.

It means that the train's de-icing equipment is not to be used. It can be reversed to show D on for the obvious alternative situation.
It's worth noting that these signs are not peculiar to the Central line

The de icing equipment on the 92 stock can also be remotely operated by Wood Lane with out the driver having to manually do it.

It's a good job that did not use F off which most would mistake for another meaning but in this case Fluid off.
