There's more information in the planning application here. I couldn't see any detailed reasoning why the new bridge is needed, but in the Correspondence Letter from TfL listed there it talks about the old bridge being life expired and not viable to bring up to current standards, so a new bridge needed. It talks about the current foundations being unable to support the calculated vertical and horizontal loads exerted by the new bridge. So they appear to be underpinning the western supports and building an additional support on the eastern side.

The bridge is life expired - and there are gas mains etc which need to be moved before the new supports can be put into place. Station Road is being closed for four weeks - at minimum inconvenience - to put in new supports. Over Easter next year the Met will be closed for four days to enable new bridge to be put in use.
It is a shame they did not move the station when they had the chance and then the new bridge could be used to ease the 25 mph curve. One recent total inanity is that local residents have complained about the noise made by the S stock horns - so the staff crossing at the south end of the station has had be removed to prevent the use of warning horns. You could not make it up could you!

People living near airports complaining about the noise, and my pet hate is 'townies' who can afford a place in the country and then have the brass ball cheek to complain about cockerels crowing, and church bells peeling out on a Sunday morning!!!!!!!!!
