It's currently 22:01 and the District line has:
I can recall the line being suspended between Turnham Green and Richmond in the early afternoon, so it seems these problems have been going on for quite some time. The system wasn't showing London Overground as being affected by this particular problem, does anybody know what happened?

I believe it was suspended on the DC lines at one point; I hadn't thought that there were any delays on LO to Richmond, but perhaps I simply missed it

I was using the District this afternoon: announcements were being made about the Overground being suspended from Willesden Junction because of flooding in Kenton, though I didn't hear them saying that it was affecting the Bakerloo as well.
The District was just being suspended from Turnham Green to either Richmond or Ealing Broadway - I think Richmond. I'd imagine that was, again, due to flooding - I worked out that way for years and every time there were severe storms they'd end up suspending that end.

London Overground tweeted this earlier today regarding the flooding at Kenton

District line: No service Turnham Green to Richmond due to a signalling failure at Gunnersbury. Later revised to 'Severe Delays' and currently 'Minor delays' via no service Earl's Court to Richmond/Ealing Broadway due to an additional signal failure at Ealing Common (also affecting the Piccadilly).
Overground: Severe delays Richmond to Stratford due to a faulty train at Camden Road. Later minor delays Clapham Junction/Richmond to Willesden Junction. Also, severe delays Stonebridge Park-Watford Junction due to the flooding at Kenton, later no service Willesden Junction-Harrow & Wealdstone and currently minor delays Euston-Watford Junction.
Bakerloo: Suspended Stonebridge Park to Harrow & Wealdstone due to flooding at Kenton, later minor delays north of Queen's Park.
Hope this helps!

If it's the same fault as this morning it was GB10 failing at Gunnersbury.
