Courtesy of some info shared on London Reconnections there is an update from Enfield Council about the proposal to add a 4tph local service from Stratford to Angel Road. Enfield Council are part funding the resiting and improvement to Angel Road station (to be renamed Meridian Water after the proposed housing development adjacent to the site). Looks like the funding impasse might have been resolved with work targeting a completion date in 2018. Seems a load of discussions and approvals are due this month (March 2015) with works commencing Dec 2016 and running to May 2018. Strikes me the report is a tad optimistic, and depends surely on increasing capacity near Coppermill Jc. There are certainly opportunities for regeneration in this area, also at Lea Bridge; but I'd have thought Hall Fm Jc- Lea Bridge would meet a greater need.

There are certainly opportunities for regeneration in this area, also at Lea Bridge; but I'd have thought Hall Fm Jc- Lea Bridge would meet a greater need. The problem is that TfL evaluated all the various line improvement / junction improvement options for this corridor a few years ago. I was shown the analysis at the time. The Hall Farm curve did not fare well in the analysis. Improving the Lea Valley line did and has the advantage of being able to pull in developer contributions plus sources of public sector funding (housing monies, improving Tottenham (post riots) etc. Unfortunately there is no parallel funding in Waltham Forest borough nor are there the same issues of development potential / alleviating deprivation in Highams Park or Chingford! I don't wish to "pour oil on the flames" but there is a sense in which connecting the Chingford line to anything is seen as a poor option. I live locally so I know all the issues about overloaded bus routes between E17 and Stratford etc etc but the rail line itself is much much further south than a lot of the bus demand so you would not get a complete transfer. Yes you would get some from St James St and Walthamstow Central and I'd like to see a rail service run to Stratford but it's clear that STAR is now funded and will happen. Let's get that done plus Lea Bridge Station rebuilt and then pick up on the Network Rail idea of restoring the Hall Farm Curve which is now in their Anglia Connectivity proposal. Not sure why it's there but it is so that's a glimmer of hope. We must also hope that we get a Mayor in 2016 who is prepared to focus on getting some smaller schemes done alongside the massive ones. That might well help the case for the Hall Farm Curve.

I would imagine a very big factor in any case for improving services on the Chingford line is the crowding on the Victoria Line. This is a two-edged sword though. Would improvements result in more people from stations further out pouring into Walthamstow Central, improving revenue but making crowding worse? Or would they result in existing passengers staying on the train - reducing Victoria Line crowding but, at best, revenue neutral (possibly revenue-negative, as passengers travelling via Stratford would be able to avoid Zone 1)
Putting Chingford on the Tube map (in particular the connection between the Chingford and Stratford lines at Hackney) would help, and this requires no civil engineering at all, just some orange ink.

Norbitonflyer - Chingford will appear on the tube map on May 31st - when the Chingford line transfers to London Overground.
It is a shame about the Angel Road name change. I rather like that name, and STAR is a better acronym than STMW!

BTW Lea Bridge Road station is already committed, but has stalled in the negotiations with some of the rail freight companies:

"Regenerating Walthamstow: Lea Bridge Station & St James St Updates This week I have had updates on two local regeneration projects which I know are of interest to local residents. Firstly, many residents have been in touch regarding the proposed rebuilding and opening of the Lea Bridge Station which was planned for December 2015. The Council have now informed me that three rail freight operators have raised objections during the consultation regarding the new station proposals. I have been assured that Network Rail are now working through the objections with the rail freight operators and the council are confident they can be resolved to allow work to start. It is not currently clear how long it will take to resolve these objections. The Council expects to have a better idea "during the spring" as to when the works are likely to start. I have asked for more information on this and will update this e-newsletter as soon as I have details as to what this may mean for this project."

Chingford will appear on the tube map on May 31st I know - that was my point. It is a shame about the Angel Road name change. It may be an attempt to avoid confusion with a station named after a certain pub in Islington. It is fortuitous that buses in central London saying "Angel Road" on the destination blind do actually serve the better known Angel as well! (Route 341)

For GOBLIN passengers who normally change at BHR they may well be tempted to use South Tottenham rather than get a RR bus and then change at BHR to the GOBLIN. That'll be a test for the capacity at South Tottenham - let's hope the station works are finished by then. TfL are supposed to be running several rail replacement bus services to try to get people to Stratford and to Seven Sisters. I expect they've already factored in full to bursting Chingford Line services (in the peak at least). Wonder if they'll be able to run 8 car trains all day on the Chingford Line?
