I know I've talked about this before but does TS13 update to TS15? because I can see the locos on the menu background like the ones featured in TS15.
If so, is it possible to get TS15 add-ons for TS13?
One more thing, How can I access saved activities? I saved a free roam session.

By your description, I am assuming that when you launch your game you see a picture of an IEP, an ICE, and an acela express train - in which case you are on TS2015, but to be sure, when you launch your game, what version number comes up on the loading screen, above the T&C bits and beneath the logos (or if you miss it, you can find it by clicking on the settings button, and it'll be written (faintly) above the cancel button)?
In theory, TS2015 addons might work with TS2013, it is the same basic content, but there may be some features that don't work.
To access a saved scenario, you have to first find it in your scenario list, and then when you click on it in the menu, next to the start button at the bottom is a "resume" button.

Yup, that's the one, and the good news is - it is definitely TS2015 that you are running, so you don't need to worry about add on compatibility!

If you go into free roam mode (press 8 on the keyboard) then you can move away from your current train towards other ones, but there is a limit, so you do occasionally have to get in the nearest train, drive a bit, and then get in the one you want to use.

By the looks of it, most of them are downloads from other sites! Those prefixed UKTS (or with a file ID) are downloadable from UKTS, and I think the DT signs are there as well. The RSC and Thomson ones are available from steam, some of them you might have already, so it is worth checking it first. The JT items are available from Just Trains so check that out.
