A number of times whilst at East Putney the board have given the destination of City (via Victoria).
By city does it mean Tower Hill?

By city it generally means not Edgware Road, although the TD system on the wimbledon branch is suspect to say the least!

It may very well indicate that the final destination is Tower Hill - but it doesn't have to. What it really means is that the next train is heading straight on at Earl's Court and will take you into London (via Victoria). In other words, what it really means is: any destination other than Edgware Road or High Street Kensington.* The system down there isn't sophisticated enough to furnish you with more information than that, it's just so you know when the next train will be and whether it's a Wimbledon-Edgware Road service, or a main line service. There's some nice info over here which covers the technicalities of it all far better than I could. *P.S.: I've no idea what it does for Parsons Green or Earl's Court - but I'm sure someone can enlighten us
