What I don't get is if they can do new trains with fancy new designs, how hard is it to put in a lift or some other step free access at Bank and Waterloo that is open all day for wheelchair users?

The old lift wasn't fast enough for the distance it went, but the new lift is the right speed and because I got used to the old one taking forever the new fast lift feels like a rocket (I'm on about the lift to the JLE).

Pretty difficult but escalators and a lift are being installed for the W&C at Bank. Other areas will have to wait for the entrance at Cannon Street where McDonalds are located and the new Northern Line platform is built.

Am I correct in saying that the W&C is the only line on the network that has no stations which are DDA compliant?

I may be out of date but I thought Waterloo W&C had been fitted with platform humps to give level access from platform to train. There is also a lift from the arrivals platform at Waterloo and ramps down to the departure platform but they may be too steep to be legally compliant. The main problem at Waterloo is the lack of a lift from the older part of Waterloo LU to the main line station given the loss of access to the one that was in the former Eurostar station.
At the Bank end of things I thought the new Bloomberg entrance will provide step free access to the W&C line well in advance of the Northern line upgrade works at Bank. The press release for the award of the Bloomberg box fit out contract to Hoctief says completion is due in 2017 so a fair few years in advance of the other works.

From my understanding at Waterloo step-free access was lost (the lift and ramp are still there) when Eurostar moved but I could be wrong

The Eurostar platforms look ready for use, but they are accessed from the main concourse, not as before by the "orchestra pit" at street level, which as far as I am aware has no place in the new plans - the new access bridges across it. As the step free access to the Drain was from that level, the prospect of step-free to the Drain is as far away as ever.
