Short description of the contract or purchase(s):
To provide passenger rail services on the London Overground railway under a Concession Agreement. The Operator will be required to deliver the contractual requirements detailed in the Concession Agreement and to work collaboratively with the contracting authority to improve services throughout the concession term.
The Operator will be required to provide rail services currently operated as London Overground as well as the West Anglia Inner services that are expected to transfer from the Greater Anglia franchise in May 2015 and will be integrated within the London Overground network.
The services include the supply of train and station operations, initially using existing leased rolling stock that will be substantially replaced by new rolling stock supplied by RfL. Other key activities include the recruitment and training of the personnel necessary for the provision of the rail services and the satisfactory attainment of safety certification. Ancillary requirements are expected to include entering into station and track access agreements, station leases and the delivery of some station improvements.
The procurement of the new trains, their long-term maintenance and the depot is currently underway and is being managed by Rail for London Limited (part of the TfL group) and will be awarded in 2016.
Programme requirements for the London Overground passenger rail services will be confirmed with further information provided in the Contract Notice and Invitation to Tender.
The contracting entity for this procurement is Rail for London Limited (a wholly owned subsidiary of Transport for London) (RfL) and the procurement process will be managed by RfL.
