If you have a non-London ENCTS bus pass it used to be the case that it could be used at any time but I noticed this on the London Councils website at www.londoncouncils.gov.uk/services/freedompass/faqs/nationalscheme.htmIs it the case that validity for anyone living outside London has now changed and TfL now only allow non-London passes to be used at the times set by the national rules (0930 to 2300 Monday to Friday and any time at weekends or public holidays)? It's strange that that acceptance of the passes at other times would be at the discression of the operator since in London the operators do not set the fares. The TfL website says that the passes are valid on most buses not show the roundel (at the times set by the national rules) but for buses displaying the roundel it just says the passes are valid and does not list any time restrictions.

Sloppy wording from that website, but I am sure they mean:
- TfL bus services "may" (i.e. will, but if it changes we may forget to update this website) take ENCTS passes at any time. - Non-TfL bus services (local coaches etc) will accept them after 09:30 and before 23:00 on weekdays and at any time on weekends. Some operators may let you travel at any time with it.
I am sure London bus drivers would let you on at any time with an ENCTS pass even if it was not valid, and my local coach to London (which stops at a lot of stops in Hertfordshire) only accepts the ENCTS passes after 09:30, so my interpretation sounds about right maybe?

The way I read the rules is that if you use your English Bus Pass outside the area it was issued then the 09:30- 23:00 times apply; and not at all in Wales and Scotland.

Valid anytime on TfL routes, regardless of location of issue, as long as the English Rose symbol is displayed.
From the 2014 'Big Red Book' issued to all London Bus Drivers:
English National Concessionary Travel Scheme pass
Older and disabled people across England can travel free anywhere on London’s bus network with the English National Concessionary Travel Scheme pass. These passes look similar to Freedom Passes, but they do not currently work on Oyster readers so the ETM will display ‘ITSO card, not accepted’. Holders must show you their pass. We will let you know when this changes and ask you to look out for driver notices at that time.
Please note:
On TfL bus services, the English National Concessionary Travel Scheme pass is valid at any time just like the London Freedom Pass
Drivers should currently press the button once to record each passenger with this kind of travel pass. We will let you know when this changes
Some TfL bus routes that operate beyond Greater London may offer additional availability and free travel for companions. Drivers on those routes should check their route information sheets for further information.
Companions do not get free travel within Greater London
Older and disabled people’s passes from outside London are not valid for free travel on trams, Tube, Docklands Light Railway (DLR), London Overground and National Rail services
Older and disabled people's passes issued in Northern Ireland, Scotland and Wales have different logos and images and are not valid for free travel on London’s buses
