At 10:00 on this beautiful Sunday morning, there are signalling problems on a stretch of NR line (up north) causing delays of up to 15 minutes. Sounds like a routine minor problem. NR say the situation will be resolved by 17:45. How do they know? Why would it take over seven hours to rectify a minor signalling problem?

Where is said problem? If it's on the approach to a major station, for example Manchester Piccadilly, that 7 hours could include time for getting the service back "right time"?

Why are you assuming it is a minor problem?
The term "signalling problem" is used to describe any signalling related issue from a simple track circuit or points failure through to the complete loss of equipment due to a lightening strike, flooding, fire etc etc.

Probably an experienced engineer used some informed guesswork to give an estimate.
