Trains are being shown as running WB as far as Holborn during the current industrial action, presumably reversing at British Museum siding? Seems a random place to truncate the service?

It may be random to you, but when there is a strike the management will run trains to any point for the customers as it looks good on the news reports.

Hardly random = at least it gives passengers from the east end of London (and Liverpool Street) access to the city and stations up to Holborn. Remember that they only had a limited number of trains to play with today, and running past Holborn would have meant that the service frequency would have been even less frequent than was actually the case. Also, with such a limited service, it probably wasn't a good idea to run through the West End, where the platforms may have become excessively crowded.

And also depends on which stations can be opened (and staffed) due to them being "Section 12" i.e. physically under ground...
