The Tfl website is presently displaying the following message: "Severe delays between Earls Court and Richmond and Ealing Broadway between Barking and Upminster to prevent overcrowding due to disruption on National Rail services.Minor delays on the rest of the line. London Buses, South West Trains and C2C accepts tickets any reasonable" Surely the service isn't being deliberately delayed?

From the Standard:
A fire at London Bridge station triggered huge delays as commuters faced misery this evening. Services from the station were stopped for more than half an hour after the fire in the equipment room caused a signalling problem.
Delays were continuing into the night as services struggled to cope with the extra demand caused by the hold-ups earlier in the evening.
Trains from London Bridge towards Kent and other parts of the south east were affected.
The backlog led to chaos across other London stations.
At Victoria, trains were delayed and the tube station closed for a short time due to services reaching capacity as commuters travelled to the station in a bid to find an alternative way home. Twitter users also reported delays at Bank station.

London Buses, South West Trains and C2C accepts tickets any reasonable" Surely the service isn't being deliberately delayed? I think the messages have got confused. Victoria underground was closed to prevent overcrowding upstairs on the mainline station - it was very very crowded on the tube to Victoria and up in the main line concourse earlier.
