I presume the main reason for this (Bakerloo closure at Paddington) is to connect the existing concourse to the Crossrail station? I hope they take the opportunity to refurbish the escalators at the same time.

I don't think there will be a lift shaft from the Bakerloo ticket hall down to the Bakerloo platforms. content.tfl.gov.uk/part-1-item15-crl-paddington-twao.pdfcontent.tfl.gov.uk/Part-1-Item11-CRL-Paddington-TWAO.pdfThere is an indicative plan of the link's layout in the second paper although the detail isn't great. It's hard to confirm if lifts are being included or not.

quote from cross rail site Step-free access will include lifts down to platforms and a new step-free link between the Crossrail station and Bakerloo line platforms, reducing congestion. so that confirms the lifts will be in crossrail link passagaway but i think they should build lift from bakerloo ticket hall to bakerloo line if link passageway is closed

There is also going to be a bigger Bakerloo line ticket hall.

Westminster City Council have a Crossrail page. There are two planning briefs on there for Paddington which give a lot of detail around the two station developments at Paddington - the H&C station and the Crossrail station. To see more detail in the Design and Access Statement for Paddington Crossrail (including a cut away of the Crossrail station) then you need to search Westminster's Planning Application database - reference number is 11/05349/XRPS and then look in the list of documents. There may be other plans there that interest you.
