Is this new bridge for the DLR as a result of Cross rail? I suspect it is, just looking for clarification from people who will know a lot more than me about such matters!

Yes it is to allow space for the crossrail portals and also double track the single section most of the way to Bow Church but the work seems to be progressing incredibly slow to me.
Correction it will only double track between Pudding Mill Lane and Stratford.
