So I was at Whitechapel waiting for my westbound H&C train and up comes the destination on the dot matrix. a District line train came up and at first displayed Hounslow via Victoria then changed to Ealing Bdy!
Why does this happen? Is it a glitch?

Why does this happen? Is it a glitch? It's a legacy of when the District line ran to Hounslow West many years ago. The destination code still exists, and was somehow selected to describe the train that you saw.

Consequently trains on this section are regularly collecting incorrect train descriptions. These are corrected by the signalman at Whitechapel. The Harrow description is a very recent change to the available westbound TDs and has been introduced as a preliminary step in the introduction of S.7 stabling at Wembley Park. I believe I'm right in saying that the new TD 'H.N' replaces the old 'BK.N' description which was previously used by Circle and H&C train stabling in Neasden Depot.

They are indeed confused at that stretch. At Mile End for some reason:
- Ealing Bdy. trains show as 'Wimbledon via Victoria' - Richmond trains show as 'Check destination on front of train'
At Stepney the board is completely faulty. Tends to just show 3 random destinations, all arriving in 4 mins and not changing.
In another curiosity, at Mile End and Stepney District trains are shown as 'via Victoria', but at Aldgate East they are shown as 'via Earl's Court'.
Also, if they've added H-o-t-H to the boards does that mean that some H&C trains will actually be timetabled to run there?

I think they had Wembley Park sidings (to the north of the station on the same side as Neasden depot) for use of the S8 stock but found out it was a bit too long to actually fit... so they will get S7 stock to run from the East up through Aldgate and Baker Street to Harrow, where it will then run back south out of service, reversing at Wembley Park station into the sidings
