Do Jubilee line stock have heaters for the customers? If they do are the drivers trained on how to switch it on? I normally catch the train at Canning town around 06.00 in the morning, and for the love of god, not once in the last 7 freezing days have I managed to catch a train with any heating switched on. Not only is the heating not on but there is a gale of freezing air pumping out from the grills behind the seats. Now, Canning Town station is in the open but it can’t be right that the inside of these trains are colder than the platforms. The only saving grace is that I get off the train at London Bridge and have time to thaw out on the heated Northern Line trains. On my way home I catch the Jubilee from Baker Street and three times in the last 7 days, again no heating and freezing air pumping out from the grills. Is there a particular problem with the heating system on Jubilee stock?

There is what is loosely termed, "Heat and Vent," which should be on at all times but as you have discovered does not always (i.e. rarely) works! The fact that as you put it that, "there is a gale of freezing air pumping out from the grills behind the seats," implies that it IS switched on.
However I guess that maintenance of this part of the stock is a low priority, hoping that trains coming out of the depot in the morning will warm up in the tunnel - no consolation to yourself I know!
It used to be the case that the new 7th car was nice and snug whilst the rest of the train froze, but as they were added about 6 years ago they are probably suffering the same fate now. It may be worth you trying it - I'm sure you know already but if not these "new" carriages are the 3rd one from the Stratford end (i.e. the 5th carriage as you board the train at Canning Town).
At least it's a bit warmer over the coming days!

Is there a particular problem with the heating system on Jubilee stock? Probably made worse by the train being stabled in the open all night, and it possibly being its first trip of the day. Have you tried to contact TFL for an explanation?
