depends on what version of BVE you are using, only BVE2 Supports it.
And i believe the ATO uses 1972 Mk I stock for the sim, yes i know the Vic uses 1967 Stock...
So whats the problem? Can you start it in ATO but not reset it after a station stop? or can't start it...?

As Matloughe's said, ATO for the Vic only works in BVE2.
The Vic line uses the 1967 stock for the ATO (in both eras) and uses a 1972 mk1 for the 1975 era, and then a 1972 mk2 for the 2002 era.
If you can't start it in ATO, then press PgUp or PgDn (I can't remember which it is!) and that should activate the ''ATO'' light thing at the side.
If you want to reset ATO after a station stop, press PgUp then PgDn (I think - once again, its been a couple of months since I've done the Vic).
Hope this helps

The real thing uses 1967 for all eras till 2009. But you then still have to increase power to 3 to get it to motor once the doors have closed.

I meant for the ''Manual Routes'' folder, Phil (about the 1972 mk1 / mk2s). I haven't changed them, and they were pre-defined as that when I downloaded the route. I can see your point though. And yep, Phil's right - I left out the most important bit ( ) increase the power to 3 to get the train to move!!
