These markers are 'Limited Clearance' boards, they tell people on the track where it is NOT safe to stand when a Train is approaching because of the clearance/space between the person and the Train as it goes past - You would usually find them at tunnel mouths or anywhere very close to the track.

Another way of putting it is, the signs show you places where trains and people cannot fit at the same time.
