In the current WTT, stepping back takes place 07.24 to 19.35 MF and Sats 11.48 to 18.19.

Its a crew change system to reduce turnaround time at terminus stations (such as Brixton,Aldgate (Met-Peak hours) & Elephant Castle)

As one train pulls into a terminus, the driver gets out and walks to the other end. The driver of the previous train immediately drives the first one out, leaving this driver to pick up the next train
A nice place to see this in action, apart from E&C, is Bank, Waterloo and City line platforms

I would imagine there will be stepping back at Bethnal Green whilst the Central Line is suspended beyond there given the tight turn arounds needed.

Stepping back at the Elephant the vast majority of the time actually involves taking the train out TWO trains behind the one you have just brought in. On the very odd occasion you could also be requested to step forward, i.e. bring a train in and cross over to take the one already in the other platform out first. Hope this helps.
