Short description of the contract or purchase(s):
Crossrail will connect the City, Canary Wharf, the West End and Heathrow Airport to commuter areas east and west of London. The operator of the Crossrail train services will take-on existing rail services (currently operated under a Franchise Agreement) and supplement these with services operating on new Crossrail Infrastructure and over existing networks to deliver a peak timetable of up to 30 trains per hour.
The services include the supply of train and station operations, initially using existing leased rolling stock that will be substantially replaced by new rolling stock supplied by TfL. Other key activities include the recruitment and training of the personnel necessary for the provision of the rail services and the satisfactory attainment of safety certification to undertake trial operations and operate the Crossrail train services. Ancillary requirements are expected to include entering into station and track access agreements, station leases and the delivery of some station improvements.
This notice is for information and a separate Contract Notice will be issued to start the formal pre-qualification process. To help RfL gauge market interest, potential applicants are requested to record their interest by following the instructions in section VI.2 below.

The scope includes:
(a) Taking on the existing Shenfield to Liverpool Street train services and associated stations that will be separated from the Greater Anglia Franchise in 2015.
(b) Supporting the introduction of a new fleet of rolling stock on the route between Liverpool Street and Shenfield, and the subsequent roll-out of the fleet across the Crossrail network thereafter.
(c) Development of a close operational relationship with TfL’s Crossrail rolling stock and depot provider to ensure that the new fleet maintenance and performance requirements are achieved.
(d) Development of timetables using industry processes to meet required service levels in line with the staged introduction of the Crossrail services.
(e) Provision of resources to support command and control activities, train operations and station / retail services.
Programme requirements will be confirmed at a later stage but we currently anticipate that the invitation to tender will be issued in the third quarter of 2013. Further information will be provided in the contract notice / invitation to tender.
The contracting entity is Rail for London Limited (RfL) (part of the TfL group). The procurement process is being managed by RfL with procurement resources and processes support from Crossrail Limited (part of the TfL group).
