I still wonder what causes it sometimes. Most people believe it's the anti-public transport stereotypically Dr. Evilly evil oil companies.... since that would cause them losses to profits... maybe the Red Flag Act should have stayed.

I've heard it said that it's civil servants ("no civil servant ever lost his job for not spending money"), but there is probably a great deal of incompetence and wanting to make their mark from politicians.

Personally the station refurbishment that I always disliked was Knightsbridge - done so very much on the cheap with that flimsy-looking metal stuff whacked right up over the decayed tiles.
Tube Lines would've been better off to spend a bit more and do it right.

You’re so right about Knightsbridge, it was just vandalised. They replaced the old 40's biscuit design with a disgusting, tacky beige marble surface, then slapped that shiny metal on and put erm... jubilee line extension type roundels on. I wish they could have done something like the work at St. John's Wood or Swiss Cottage.
