For many years (until 1990), the Met only ran into the city during peak hours. A couple of questions:
Was there ever an all day service before the 1990 timetable change?
How did the time of the last evening departure from the city change over the years? I remember someone saying that in the early 80's it was around 18:30, but I remember them running well past 19:00 in the late 80's.

There was I think. In 1939 an all day Uxbridge-Barking service was run using new P stock, Q38 stock and whatever else was about (maybe Bogie stock or spare 1906 saloon stock?)
This plan was bombed out (literally) and never came back. Not sure about after that though.

Yes it did - but it certainly wasn't the majority of the Met service went through to the City - if OTOH you are thinking of the Met service going beyond Baker Street and to Liverpool Street and Moorgate as well as Aldgate then I think there were a few more City trains in times past before the 70s/80s lack - principally based on the backbone of steam stock paths - as they withered like grass they were not replaced directly in the galley. Also, we must not forget the though workings to the late, lamented ELL - they would have added to the Met. City train count. metman - OTSOW have I forgotten to send you the '38/'40'/42 stock sheets? (feeling guilty now).

I think however there was quite a complex list of stock operating in 1939. Firstly, the O stock had taken over the H&City Line leaving 4 trains of M stock spare which either were used on this service or put onto the District. There were also still about 20 trains of 1906 ex-joint stock not in use and it is likely that some of these were used on the new service until there were enough P stock cars.
The next question is, what happened to the existing Uxbridge Stock. We know that LT wanted to run 8 cars trains divided in 4 in the slack hours and hence 3 trains of Q38 stock were sent to Neasden to run the service. There was also the old Met 1905/6 saloon stock which was either hauled by 200hp 1906/1913 saloon motors or by MW (T) stock compartment motors. Whether these had been disbanded by then we don't know. The bogie stock which was shared between the Watford service (W stock*), The Stanmore shuttle M-T-T-M or the Uxbridge service M-T-T-DT+DT-T-T-M. It appears there was a huge mess of train types which would have done nothing for reliability!
*W stock was Ashbury/Bogie trailers with motive power from MW stock motors
There was some early use of P stock on the District up to about 1942 officially.
