I'm not sure how long it has been open for, but i saw today that platform 1 at Whitechapel (eastbound) has been reopened with the two District Line trains i saw today both using it, the track has been replaced too.
Before the works however through trains used platform 2, with platform 1 being by terminating Hammersmith and City line trains to reverse.
The blue boards have also been taken away from platform 4, however all the trains i saw used platform 3, as usual.

Platform1 was recommissioned for use from the first eastbound train today. Platform2 is now closed permanently.
Previously, platforms 1&2 could be used for both eastbound trains and trains reversing EB>WB.
Platfom4 still has a while yet to be recommissioned in it's new location, when it is platform3 will be permanently closed.

Does anyone know if all of the deltas will be replaced? I'm curious to know if Whitechapel will still have slugs for all of its trainstops or if the relocking will include draw-ups and modern timers.

Perhaps the closed platforms 2 and 3 might be bought back into use as a new terminal bay for peak hour Metropolitan Line extensions via Aldgate East and Liverpool Street. "This is a Metropolitan Line train ... to Whitechapel"

All the deltas have been replaced on the approach to Whitechapel (EB and WB) with Position Detectors while the delta in Platform 1 has been removed. The Draw Up signal, EN360, has a two shot timing section arrangement with modern timers therefore negating the need for slugged trainstop hoses. The Draw Up should normally be clear on the approach if the train is at or below line speed.

They wasnt delta's in the first place they was a track circuit within a 10/10 but showed up as deltas on diagrams etc. They was replaced in october / november with P.D's, eventually all deltas will be replaced with P.D's so they can run the new S stock trains.

Platform 2 had no track when I travelled through yesterday evening (Friday 15/07/11). I travelled westbound from West Ham, where the platform indicators were advising passengers to change at Aldgate East for the Hammersmith & City line. I guess that advice may not be so valid now.

That advice is still quite valid - the SSR mantra is to always travel as far as you can on the first available train, and only once you've got as far as that train will take you on your route, should you change trains [if required of course!!].
I suppose in the specific example you mention, you ain't gonna miss a train as it will have to pass through West Ham anyway - but - what if there was a problem with the train service, or like this weekend, there is no service between Barking & Kings Cross? Drivers will probably only do a PA on the approach to Aldgate East; at least then you can stay on the train and change at Tower Hill for the Circle line. If you wait at West Ham and miss a station announcement (or worse still, no announcement is made at all), how long will you wait and how many Districts will you not board? By using the SSR mantra - always board the first available train - your potential delay will always be minimised!!
As for the track being lifted in the platform 2 area at Whitechapel, that was done some weeks ago now!!

While travelling through Whitechapel tonight I see the new westbound platform is now in operation, and once the old middle platforms are all filled in it will be a very wide platform

Are they actually filled in!? No - it's a bit more than an overnight job!! Massively wide! Are passenger loadings considered to become that high to make this necessary? Wider than Wite City with the middle filled in... Remember this is being done to accommodate access to Crossrail - passenger numbers are not the reason for the removal of what was an extremely flexible layout.

As it happens, the original design for Whitechapel when the Crossrail plans were drawn up some twelve or so years ago did feature a middle road similar to White City...
