Yes - there will be a public park on the top, and the roof structure is designed to allow trees to grow through it.
There is a rather nice park on the roof of the Jubilee Line station in Canary Wharf as well, so it is not a new idea for the area.

The Shopping Centre above the station is an idea borrowed from Hong Kong's MTR system, where many stations have shopping precincts above them, built by the railway company, and collect rents to finance the railway operations below them.

Lots of stations have that, Bond Street has one, so does Charing Cross. Theres bound to be more knocking about. Shinjuku station in Tokyo also has a massive shopping centre above it full of anything you could want really.
