Depends on what you mean by fast line.
The maximum line speed is probably 35-40mph due to the fairly short distance between stations, which isn't particularly fast.
If you were wondering if the Bakerloo Line bypasses any stations (e.g. Metropolitan Line running non stop from Neasden to West Hampstead inclusive) then no, it doesn't.

What speed does it go overground? I have only been overground a few times on the Bakerloo but it was not that fast.

Line speeds on the Watford DC are rubbish. It's a crawl. Don't know the numbers but slooooooooooow.

I love the way a NB Bakerloo speeds up very noticeably once it has cleared the points north of Queens Park shed. Then there is the mental "YES" when a SB Bakerloo already in service passes through the shed without stopping. Doesn't happen very often.

In short, it's not a fast line - in fact I'd say it was quite slow - but there's a couple of things that would make you think otherwise.
One is that the stations are very close together in Zone One, so you could be travelling on the line and given the impression you were going faster because the stations were passing by so quickly. Also the line has a lot of curves, and taking these in a tube tunnel gives another false impression of speed.
Also driving techniques are generally quite slick on the Bakerloo, due to the short length of the line and the need to keep to time with quite severe speed restrictions and a lot of slowing down for stations, so this adds to the speed feeling too. For example, most station approaches are very fast and dwell times are pretty tight (normally) too.
