Traveling south to Piccadilly Circus on the Metropolitan line and changing at Baker Street to the Bakerloo line, are the two lines connected by one inside tube station or does one have to walk outside? Do you swipe your Travel-card once, upon entering the Metropolitan line, and then when you exit the Bakerloo line? I don't live in the UK and only used the tube a couple of times a few years ago so I am not sure whether you need to swipe your card each time you enter a different connecting line. I would consider using the Jubilee line to Baker, but understand that service my be interrupted on Sunday.

You can change at Baker Street between the Metropolitan Line and Bakerloo Line without having to touch in/out. A set of stairs takes you down from the Metropolitan Line platforms and then an escalator takes you down further.
The Metropolitan Line platforms are at surface level.
THIS weekend the Bakerloo Line would be suspended but the Jubilee Line is working normally, however you should check the TfL website for future weekends.
The interchange between the Jubilee Line and Bakerloo Line southbound is much easier as both platforms are at the same level and all you need to do is cross from one platform to another.
As a general rule on the tube you touch in at the start of your journey and touch out at the end. There are a few exceptions and the system does get a little more complicated if you interchange onto the national rail services.

You won't need to swipe your oyster at any point during the journey, just once at the gates where you start from, and once at Picc. when you leave the station. Baker Street is all one station, you probably wont even get wet if it rains!

You dont swape your oyster its just there from the bakerloo/metropolitan line not far
