I've travelled in quite a few 378 units and in none of them has the saloon air-con been working continuously. In some, the air-con comes on for a few minutes (or seconds), then switches itself off again; on others nothing at all. I was just wondering whether it should be like this! On 377s, the air-con seems to work full-time.

I supposed it is controlled by a thernostat. If the temperature in the saloon is low, then surely the air con isn't needed.

The saloon air con is automatic, controlled by thermostat as superteacher said. The driver has no control whatsoever on the temperature, all they have on their little screen is a button for saloon aircon (damper) on or off, which drivers are not allowed to touch.
