I recently passed through Edgware Road and noticed that south of the platforms, where there used to be some sort of sidings and things, with a building above them, is now a building site open to the sky.
Does anyone know what they are doing there? And is it connected to step-free access?

Construction of varying things connected with a new bulk supply point which is essential so that the new trains have enough juice.

There's enough space there now to build a mini power station. Is it to power the whole line?

Bulk Supply Point takes power from national grid and steps it down to 11kv (not sure in this case) which is then distributed to the individual substations. Whilst an individual substation may take increased load from one or two extra trains, the high tension network has to bear the increased power load from all the trains on the railway, hence the need for reinforcement. I believe a similar new BSP has been provided for the Victoria Line at Manor House. The Edgware Road BSP will take up about half of the width of the existing car park, however will be sunk beneath ground level to allow two further levels of equipment rooms. The planning application can probably be found on the Westminster council website if anyone's interested. There are plans for further substations at West Ham and Farringdon, also I believe the former station building at Marlborough Road is currently under similar conversion. The Northern Line recently gained a new substation at Totteridge (it's been there since the 1990s but only just brought into use), and I believe the same is to happen at Angel. All this is part of the increased power requirements from the line upgrades.
