I've noticed lately that the new signal heads on Earls Court platform 1 are still covered up, and that the existing signals don't appear to have been modified in any way. Does anyone know why there are covered up signals on platform 1?
(I didn't see any on platform 2)

You're quite correct - there is still no sign of the new heads being installed for P.2 - though there is some new cabling on the wall where I guess they will eventually be mounted.
I've no idea what the reason for the 'stall' in the programme is - perhaps some of my colleagues from the signals side can shed some light on this - I'd be interested to know too!

The part I'm most interested to know is whether or not they'll be visible to platform staff - the existing signals make it quite clear to staff & anoraks experienced punters where the train is going...

From where EC6 (for platform 1) is being relocated, I don't think there's anyway that 'interested' parties will be able to see it from the platform.
I wonder if this has occured to someone and they're now considering some form of platform repeater, and this is contributing to the delay.

One has to stand right at the DO NOT PASS sign and lean all the way over to even see the black bags covering the aspects. With a train berthed in platform 1, it will probably be impossible to see anything at all. I wonder if this has occured to someone and they're now considering some form of platform repeater, and this is contributing to the delay. Both islands already have them, IIRC - they're mounted under the destination boards. Considering that EC6/REC7 and EC11 both have feathers, I suspect that a co-acting signal head placed on either side of the eastern stairwell wouldn't go amiss. Platform 1's co-actor could be mounted next to the "Stairs to Piccadilly Line" sign, near the lower-right-hand corner of the existing signal shelf; Platform 2's co-actor head, if one turns out to be needed, could be stuck on the wall just before the stairs themselves. I wonder if Platform 3 will ever get similar treatment - surely the HSE would have ragbabies at the thought of someone hanging off the western footbridge in traffic hours?

The reason for the replacement signals is that the existing ones for platforms 1 and 2 are on gantries which have been deemed unsafe. The problem is, how do you rewire them when you need access to the origanal equipment which is located on an unsafe structure !

The problem is, how do you rewire them when you need access to the origanal equipment which is located on an unsafe structure ! Depends where the cable termination box is located. I was involved in work to resite BB35 at Queen's Park for a similar reason and we just ran new cables from the Termination Box (which was trackside) to the new signal head.

the actual relays for the signals ec6 and ec11 are actually on the westbound just before u enter earls court high up on the wall the actual gantrys D109J have now had the restriction lifted as of 24/11/04 but still no access in traffic hours
