I was told today that the Vic line is currently being re-signalled with distance to go signalling and the project will take another 6 years. Is any of this true?
Could anyone shed some light on this?

The signalling system is already installed for the 2009 stock, and operates in parallel with the old signalling still used by the 1967 stock. Not sure where they get the 6 year timescale from!

Not quite true.
The train control elements of the new system are in for the 2009TS, but the signals, track circuits, points and interlockings are still the original 1967-71 components.
The Victoria Line Upgrade Project is however now moving into the 'Asset Replacement' phase, where the old signalling is progressively decommissioned and replaced by the new.

The new signalling is currently overlaid on the old signalling. All of the equipment necessary for 67 Stock to operate is still there, such as coded track circuits and the old interlockings.
The new signalling basically consists of APR transponders (for the 09 stock to get location from), new interlockings in new SER's (taking information from the existing track circuits via interface circuits in the IMR's), Fixed Block Processors, Radio Transmission System.
Asset replacement, which should be ongoing for about 2 yrs, will install new track circuits and signals, and remove all old signalling equipment. Although the new track circuits, wiring etc. can currently be installed, this new equipment cannot be commissioned whilst '67 Stock still needs to operate.

So basically the easy bit is done to allow the new stock to run, but the real resignalling is yet to happen. That makes the Jubilee line resignalling look a complete success on timescales in comparison! What is the current TPH figures against those planned for the Vic - are they the same, i.e. no improvement on what they have now?

There will be an improvement to 32tph (I think) from current 27tph.

Once all the old trains have gone - late spring this year - , resignalling will take place throughout the rest of 2011 and will be complete by early 2012

Will there be any speed increases after the new signalling?

Is full speed coded manual available with the new system? The old system was limited to 25 mph.

Is full speed coded manual available with the new system? The old system was limited to 25 mph. It is not limited, a sonalert sounds in the cab above 25mph, but it is not enforced by the ATP (the ATP will still allow speed according to the code being received - a 420 will allow 50mph). The new system currently mimics that, allowing speeds upto the line speed in protected manual, but with a sonalert and target speed indications upto 25mph. Later in the year software will be changed to allow protected manual driving upto the line speed. In terms of speeds, they are governed by mainly track capability, but interstation runtimes will be quicker, mainly a function of better train performance and improved ATO control.
