I've noticed that a minority of T/Ops do what the whistle board says and give a blast on leaving Finchley Road NB. Is this because they're old-school or being over-conservative and the sign is not in use any more?
There are other whistle boards such as on the Met by the Kilburn Jubilee SB starter which nobody seems to pay any attention to.

spooky - au contraire - my experience is the vast majority of t/ops adhere to the whistle board advisory on departure N/B fron Finchley Road. The sign is very much in force, and it is a requirement, as Seth states, for all T/Ops to sound their train's whistle when required.
Likewise, I think you'll find the same goes for Kilburn S/B.
The whistle boards are placed in positions where there is reduced siting time for persons on or about the track IIRC.

I wonder whether the rules for whistle boards have been revised or re-emphasised to Train Ops in recent weeks (possibly as a result of this?)
Two e/bound T Ops at West Kensington have sounded their whistles this week at the board there and I've also heard it being used coming out from Earl's Court tunnel to pass the Olympia junction.
I certainly don't recall hearing them so regularly before.

Not to my knowledge, though all drivers will be subject to an annual refresher of rules, which includes the applicable hours of whistle boards relevant to them. Two e/bound T Ops at West Kensington have sounded their whistles this week at the board there and I've also heard it being used coming out from Earl's Court tunnel to pass the Olympia junction. Anyone who has spent any time working/training at the adjacent Ashfield House will confirm the eastbound whistle board just after departure from West Kensington is well adhered too, as the whistles are quite audible from the premises There was a reminder posted a few months back about the westbound whistle board exiting the tunnel just before the junction to Olympia. One or two drivers had believed, owing to it's sighting, that board only applied to trains proceeding to Olympia. That was incorrect, it applies to both routes. However I believe the vast majority of operators were aware of the correct position and compliant with the board. The volume of the D stock whistle is very variable (owing to the cab activator button being incredibly stiff on most units) and drivers vary as to sounding just before exit from the tunnel or just after, but in any of the rear 4 or 5 cars you wouldn't know it was sounded as the echo of the train in the tunnel would drown it out.
