I know there was no practical need for it on the Circle, as platform lengths precluded 7 or 8 car units. But on the H&C, was it ever utilized off-peak?

It was indeed practiced on the H&C pre-war. "Saloon Stock" 6-car trains uncoupled to 2x3. There was also some uncoupling of O Stock in the early days - there is a photo of a 3-car train at Aldgate East in the LTM collection. I am also sure that 4-car trains of O Stock were also worked, by taking off 2 cars. I'll dig a little deepar later ......

Electric trains on the H&C began on 05.11.06 and uncoupling began on the H&C from 01.01.08.
From the same WTT (05.11.06), there were some 3-car 'local' Circles on Sundays that shuttled on Met territory only.
Also remember that when the ELL was electrified (from 1913) through trains operated between Hammersmith and the ELL.
In the 1930s at least, the H&C service was 6 cars peaks (Hammersmith - Aldgate/New Cross/New Cross Gate) and generally 3 cars off peak.
In WTT No.35 of 13.11.33, uncoupled portions took the same set number with ‘a’ or ‘b’ to identify them – ‘a’ end from ‘Up’ end and ‘b’ end from ‘Down’ end. Set numbers were 65-80. All Hammersmith & City trains started and stabled at Hammersmith, except for two night-time ‘a’ portion stablers at New Cross. In the morning, trains 87 and 88 started from New Cross as three-car sets, ran to Hammersmith and then went to work on the Addison Road shuttles.
When the O Stock was introduced as all motor car trains, some 4-car trains ran off-peaks by detaching 2 cars. When trailers were added in 1938, some 3-car trains were operated. This would have meant that a 3-car train would have had only one compressor. All uncoupling on the H&C was abolished from the WTT of 20.11.39

The first O stock train operated on the District between Putney and Edgware Road as 4 cars and then was made up to 6 cars in the peaks. The original idea was to run 3x2 cars units in a train but the demand on the power supply was too great.

Indeed. First O Stock on the DR as 4-cars 16/9/37, first O Stock on the H&C as 6 cars 10/12/37.
