In new york they built 2 fences and had dogs running in between the two fences. Why can they not just do this here?

Because it's inhuman.
A large city in Germany did something similar until about twenty years ago.

Thing that gets me is some of the graffiti must take an absolute eternity to spray up, so how can these people be undisturbed for such vast lengths of time? While I appreciate there are a lot of trains stabled up, and they aren't the shortest of things, I still don't see how someone can come along, break in equipped with an amount of spray cans, set to work, complete their "art" and vanish without trace. The head of security needs a serious questioning. The problem is, and I can only speak for Rickmansworth, Watford and Uxbridge, is that most of our security staff work in the daytime. They then come to "guard " our trains and depots by falling asleep for most of the night. I have known occassions where the guards have gone off site for 2-3 hours and trains have been attacked. Their company just moves them elsewhere so they can continue where they left off.
