That is indeed the Empress State Building at West Brompton, beside the entrance to Lillie Bridge Depot. TfL now have some offices inside this refurbished block. In it's refurbished look: tinyurl.com/m5d9xs

The Empress State Building is a skyscraper in the London Borough of Hammersmith and Fulham. It was built in 1961 and was 100 metres (328 ft) tall with 28 floors. It was renovated in 2003 to a design by Wilkinson Eyre Architects. Three floors and 17.3 metres (57 ft) were added to its height. 'Orbit' is the name given to the private revolving bar on the top floor which offers panoramic views of London.
The building is named after the Empress Hall which formerly stood on the site, and in tribute to the Empire State Building.
The building is mainly occupied by staff from the Metropolitan Police Service who refer to it as ESB. Some of the upper floors are occupied by staff from Transport for London.
This building was originally designed as a hotel but was first used by the Admiralty and was intended to look like a bow of a warship from any angle, but was first occupied by MI6 (British Secret Intelligence Service).

A very sensitive location like Euston Tower. Why ? Euston Tower was (is?) also used by the Security Services.The observant will note that the 16th floor is always curtained! This is certainly in the public domain...

Yes, the ESB was used for secret squirrel stuff in the 60's. I used to work in Patricks Toys on Lillie Road about that time before I left school so know a thing or two about it.
The ERF lorry appear to be an ERF demonstrator as it has ERF on the cab doors. It may have been leaving Lillie Bridge, but possibly could have been on display at the Commercial Motor show which was held at Earls Court in those days.

The photo will be on the front cover of VINTAGE ROADSCENE and shows an ERF 8-wheeler with the brand-new LV for 'Long Vue' cab. At the same Commercial Show in October '62 was a Mercedes-Benz tractor with tanker trailer. M-B (GB) Ltd were on the Great West Road, Brentford. just under the M4 flyover when it was built. The writing was on the wall for British trucks!

The ESB was actually built in the Metropolitan Borough of Fulham. The London borough of Fulham and Hammersmith did not exist then!
