That train is 67/72TS, and the station looks too old for it to be on the Victoria line, so it's somewhere on the Bakerloo, but I don't know where.

i've got no idea. From what I remember (and this photo is a couple of years old) the train departed apparently normally then stopped for ~30-60 seconds when it was between half and two thirds of the way out the station. Afterwards it carried on, again apparently normally without anything obvious happening that I could tell from the platform.
