To try to provide an answer to a rather old thread, the ticket collector pressed the TRTS button at Richmond and Wimbledon. If he wasn't there (usually in the buffet at Richmond or the South Western at Wimbledon), the guard would do it. This was amended when they done away with the separate ticket barriers at both stations, nothing really to do with the resignalling.
