Every line is showing 'good service' now, so that would have happened a while before you saw that (as you posted this only 20 minutes ago). What probably happened was that it delayed the Circle/District, late running trains on those lines caused delays on the H&C, and the other lines started running a 'good service' again before the H&C.

If it was a person ill on a train at Mansion House on the westbound, then there would probably be congestion caused by District trains queuing up on the approach. This would then stop or delay H&C trains towards Liverpool Street.

Yes, delays are easily spread from one sub surface line to another.

And problems on a sub-surface line can cause delays on the Piccadilly, as the Picc runs on parts of the Met and the District.

I have a theory, that I might expand on one day - I don't intend to here - back in the day when first and last connections were made/maintained the UndergrounD WTTs for all lines were ultimately centred around depatures from Euston and paths from Point Pleasant. There is a very convoluted relationship that I noticed one evening that I'm fairly sure remained constant for about 15/16 years . (Either that or the gin was talking!! )
