I have a copy of the Model Railway Constructor article from <er.....> 1970 with drawings by our very own CSLR. It has both loco and padded cell. It is 300 miles away in my other home. If no-one else can help, then next time I go over there I'll pick the magazine up and scan it for you.

Ashbury carriages
32’ 0” over bogie frames (equivalent of buffer to buffer) 26’ 0” body length 6’ 10” overall width 8’ 412” height above rails 18’ 0" between bogie centres (1) 4’ 6” bogie wheelbase (2) 2’ 0” wheels
There are no known original scale drawings that show the side elevation of an Ashbury carriage, other than a thumbnail drawing. The following notes therefore apply to the above measurements.
(1) The original distance between bogie centres was 18’ 0”. This was altered after parts of the bodywork began hitting the tunnel walls. The wheelbase of the carriage in LTM has been altered to 16’ 9” - with visible alterations to the lower outside bodywork to allow the bogies to swing freely.
(2) The Board of Trade inspecting officer’s report suggests that the wheelbase of the bogies was 5’ 0”. This was probably an estimate or a figure that was quoted to the inspector rather than being an actual measurement. Greathead’s original specification for the carriages quotes a wheelbase of 4’ 6”. The carriage at LTM is believed to have original Ashbury bogies with a modified spring arrangement (the original spring holes can still be seen). The slots for the axle boxes have not been modified during the life of the axle and are set at 4’ 6”. I therefore suggest that the measurement is 4' 6".

Mather & Platt locomotives
14’ 0” length over central buffers 10’ 0” length over cab * 6’ 0” wheelbase 2’ 3” wheels 6’ 3” width of cab 8’ 514” overall height above rails
* This measurement applies to locomotives no. 2-14. Locomotive no. 1 had a shorter cab.

If you are building in 00 there is no need to use any conversion charts. All you have to remember is that ' is the symbol for 1 foot " is the symbol for 1 inch 12" = 1' And, because 00 scale is 1:76.2 4mm = 1' 2mm = 6" 1mm = 3" 0.5mm = 1 12" As an example:- 8’ 4 12” = 33.5mm in 00 scale You could also grab this piece of free software www.digitalarena.co.uk/coalvillemodels/type in the measurement in feet and inches and it will give you the measurement in mm for 00 scale.
