Last I heard, Embankment has been put back three years.
Pulling out selective quotes isn't helpful though, IMO!
As we all know, Metronet collapsed with financial problems - it therefore ought to obvious that there will be casualties as a result; and station refurbs are quite rightly not a high priority on the list of things to do.

Very true. Its doubly annoying aswell when a refurb is done and the station looks worse after (anyone think the tiling at Ruislip Manor is masterful, or even acceptable?).
The underground managed for decades with outdated and slightly down at heel stations; but the P way gangs and the depot staff did amazing jobs keeping increasing geriatric assets in service; at the end of the day its the delivered service that counts.

As long as the stations are staffed, safe and serviceable, everything else is a bonus imho. Why spend money replacing perfectly servicable tiling (e.g. Shepherd's Bush Central, Green Park, etc) when there is a need for funds elsewhere?

Not to mention that the final result is worse than it was before New toilet-like tiling at Green Park is awful, and old red tiles still visible near the bottom of the walls!

Because "Retiling the Tube" is easier than sorting out the signal failures. Ditto the "quick win" stuff was all programmed for the first part of the 30-year PPP (not that two-thirds of the infraco consortia even made it to the end).

I dislike the phrase "quick wins" as it reminds me of new "quick wins" processes that were introduced when I was a cartographer at Defra - not only where the new processes more time consuming but they end product was of an inferior quality. Rather like the Red Rock Cider adverts, the refrain amongst those at the coalface (and at least the first two levels of management) was "quick wins - they're not quick and nobody wins!.

Before the PPP contractual terms refurbishment, enhanced refurbishment and modernisation came along, the infracos were to carry out "deep clean" of stations.
It is more about public perception. They had to show them what their money was being spent on and that PPP was working. Upgrading the track infrastructure, save for the weekend closures, would hardly be noticed by the average punter.

Rickmansworth doesn't have describers at all. Moor Park used to have one on the NB local platform to indicate whether the train was for Watford or Amersham, but I haven't seen this working for years. Rather like the SB describer at Chorleywood, which was manually operated - the switches are still present in the entrance area, but out of use.
