I've noticed both yesterday and today that lots of trains are sounding the train whistle when departing in either direction from East Putney. I'm guessing that it's something to do with the snow but why? Also, do drivers have to sound the whistle at other stations too?

no its because the starter on the e/b has been failing due to a track circuit being down since yesterday. a new cable needs to be installed on the bridge to the IMR at Putney Bridge but because the bridge itself is on NR traction there is different rules about protection. hopefully should be all done by the morning

Just to elaborate slightly....
When a train is passing a failed signal under rule, the driver must sound the whistle before moving past the signal, then he must sound it again after re-setting the Trip and every 60 seconds until the procedure is complete.

Why? Who hears it (apart from the passengers and the neighbours, but it's not for their benefit)?

Indeed - a train Whistle is used as a warning device - it does exactly what it says on the tin!
